Gujarat Takes Government To WhatsApp: 20 Services, One Chat Window

Gujarat has signed an MoU with Meta to deliver around 20 government services directly through WhatsApp, turning India’s most widely used chat app into a digital sarkari counter on your phone. Citizens will be able to access key certificates, bill-related information and scheme details by simply messaging an official number instead of visiting offices or portals. The move aims to make e-governance more inclusive by meeting people where they already are: inside WhatsApp chats.

For a state with high smartphone penetration but uneven digital literacy, a chat-based interface could significantly cut friction, time and travel costs for routine paperwork.  

What The Gujarat–Meta Tie-Up Plans To Do  

Under the partnership, the state will integrate multiple citizen-facing services into a WhatsApp chatbot, from basic information queries to transactional services. Instead of navigating complex websites, users can type simple prompts, select menu options and upload basic details or documents within the familiar app. This could cover services such as certificates, grievance registration, scheme information, and utility or local body-related queries, depending on how the roll-out is phased.

Using WhatsApp lowers the entry barrier for first-time and rural users who may not be comfortable with forms on government portals but use messaging daily.
