How the Law Will Function
The Nari Shakti Vandan Adhiniyam (Constitution 106th/128th Amendment) guarantees one-third of the total seats in the Lok Sabha, the state legislatures, and the Delhi Assembly to be reserved for women, including in constituencies that are already reserved for Scheduled Castes (SC) and Scheduled Tribes (ST).
Its enactment is dependent on two key preparatory steps: the completion of a national digital Census (due by March 2027) and a subsequent delimitation exercise. New constituency boundaries, founded on new demographic data, will be established by a Delimitation Commission.
When new boundaries are established, the Election Commission will reserve every third seat for women on a rotating basis after every delimitation cycle to provide broad and equitable representation.
What This Means for Women in Politics
For the first time, the 2029 Lok Sabha and assembly elections will have every third seat fought only by women, set to push female participation in parliamentary politics well beyond the present 15% average.
The step is likely to spur a new generation of women leaders, enhance intersectional representation by including quotas for SC/ST seats, and confront traditional power structures that have restricted women's political voice.
This follows the success of 46% reservation for women in local panchayats, which has already shown the way quotas can lead to grassroots change and leadership.
Broader Implications and Way Forward Implementation is linked to the finalization of the Census and delimitation, with political bargaining probable over new seat allocations—particularly as southern states fear dilution of their relative representation in Parliament because of population changes.
The reserves carry a 15-year constitutional sunset provision but, in the past, such arrangements have been renewed, indicating a long-term structural shift.
