When Employees Do The Math: The Big Ask Behind India’s 8th Pay Commission

As the 8th Central Pay Commission (8th CPC) begins its work, major employee and pensioner groups have submitted detailed wish-lists that go far beyond a routine salary hike. Their demands focus on higher minimum pay, a generous fitment factor, stronger pension parity and inflation-proof increments for central government staff and retirees.

The Union Cabinet has already approved the Terms of Reference for the 8th Central Pay Commission, which is expected to submit its recommendations within 18 months and take effect from 1 January 2026. Meanwhile, federations like NC-JCM, AIDEF and the Maharashtra Old Pension Organisation have pushed for sweeping changes in pay structures, allowances and pension formulas.

What Is The 8th Central Pay Commission

The 8th CPC is a government-appointed panel tasked with revising salaries, pensions and allowances of central government employees and pensioners roughly every ten years. Its recommendations typically shape pay scales for about 50 lakh employees and over 60 lakh pensioners, and influence many state governments that follow the Centre’s template with modifications.

What Employee Groups Want Changed

Key staff and pensioner bodies are calling for a sharp reset in the basic pay structure. Many memorandums demand that the minimum basic salary be raised from ₹18,000 to a band of roughly ₹65,000–₹69,000, paired with a much higher fitment factor in the 3.8–3.83 range to lift all pay levels in the revised pay matrix. They also want annual increments to move from 3% to about 5–6%, arguing that this better tracks inflation and rising living costs.

Pension, Allowances And Parity Push

On pensions, employee groups have pressed for broad parity between existing and future retirees, formula tweaks linked to revised pay, and in some cases restoration-style benefits closer to the old pension scheme. There is a parallel push for more generous House Rent Allowance, higher transport allowance (up to 2.5 times in some representations), and risk or hardship allowances in the ₹10,000–₹15,000 bracket for defence civilians and other high-risk roles. They also want a simpler, unified pay matrix up to certain levels, quicker promotions through cadre restructuring and automatic merging of dearness allowance into basic pay once DA crosses the 50% mark.
