Industry Push Meets Policy Caution

Industry bodies have been flagging that high domestic cotton prices, combined with existing import duties, are squeezing spinning mills, garment exporters and home textile players. They argue that removing or reducing the current duty would allow more flexible sourcing of cotton, narrow the gap with global competitors like Bangladesh and Vietnam, and protect order books at a time when global demand is patchy.

The finance and textiles ministries, however, also have to weigh the implications for cotton-growing farmers and the broader agri-price ecosystem. Any duty cut risks being seen as a signal that the government is more focused on export-led competitiveness than on supporting farmgate realisations, especially if global cotton prices dip.

What A Duty Cut Could Mean

If New Delhi does green-light some form of duty relief, mills would likely get access to cheaper imported fibre, at least temporarily easing margin pressure and potentially lowering yarn and fabric costs. That, in turn, could help Indian exporters quote more competitive prices in key markets such as the US and EU. On the flip side, a sudden inflow of cheaper cotton could weigh on domestic prices unless calibrated carefully - for instance, by time-bound cuts, quantity caps or targeting only specific grades not abundantly available at home.
