Goa’s Gamble Halted: High Court Blocks Entry Of Massive Offshore Casino Ship

The High Court’s ruling comes amid growing opposition from local residents and civic groups against the expansion of Goa’s offshore casino industry. The vessel, measuring 112 meters in length and seven storeys tall, was set to replace an existing 70-guest casino ship.

Court’s Observations

The bench of Justice Valmiki Menezes and Justice Amit Jamsandekar noted that the vessel currently lacks a certificate of survey under the Merchant Shipping Act, 1958, which is mandatory for registry and operation. The court directed that the ship cannot sail into Panaji Port or berth in the Mandovi River without prior permission and all required certifications. 

Petitioners’ Concerns

Residents from Panaji and Reis Magos argued that the new vessel would create navigational bottlenecks and worsen congestion in the Mandovi, which already hosts six offshore casino vessels. They stressed that the new ship’s capacity exceeds the combined capacity of all existing casino vessels in the river. 

Economic Context

Goa currently has 17 operational casinos—six offshore and 11 onshore—contributing over ₹812 crore annually to state revenues through licence fees, GST, and river navigation charges. While casinos are a major tourism draw, they remain controversial due to environmental and social concerns.
