Holtec, Tata, and L&T Unite: US Greenlights India’s Nuclear Leap Forward

In a historic breakthrough for India-US nuclear cooperation, the US Department of Energy (DoE) has issued regulatory clearance to Holtec International to export small modular reactor (SMR) technology to India. The March 26, 2025, ruling overcomes a major obstacle in realizing the 2007 India-US civil nuclear agreement and paves the way for greater cooperation between the two countries.

 

Holtec will collaborate with three Indian organizations—Holtec Asia, Tata Consulting Engineers Ltd, and Larsen & Toubro Ltd—to localize SMR production and ramp up India's nuclear power generation capacity. The transfer of technology is under stringent conditions, such as its exclusive application for peaceful purposes under International Atomic Energy Agency (IAEA) safeguards. Holtec must also provide quarterly reports to the DoE and be prevented from sharing the technology with third parties without US approval.

 

This alliance is slated to bring a new wave of modernization to India's nuclear industry, from the conventional pressurized heavy water reactors (PHWRs) to the internationally favored pressurized water reactors (PWRs). It also makes India a leading contender in the expanding SMR market.

 

The alliance is timely with China expanding its nuclear energy dominance aggressively. The approval will enable India and the US to offset China's control while boosting energy security and increasing global competitiveness.
