India may need around Rs 80 lakh crore in urban infrastructure investment by 2037 to keep pace with city-led economic growth, according to a new report. The estimate underlines how rapidly expanding urban centres will drive GDP, jobs and productivity, but also how big the funding, governance and planning challenges will be.

Cities At The Core Of India’s Growth Story

The report argues that Indian cities will account for an increasing share of national GDP over the next decade, powered by services, manufacturing, real estate and digital economies. To sustain this, the country will need massive investment in core urban infrastructure roads, mass transit, water, sewage, power distribution, housing, and digital public infrastructure. Without this, congestion, pollution and service deficits could choke growth and worsen inequality.

Where The Rs 80 Lakh Crore Needs To Go

Much of the projected Rs 80 lakh crore requirement is expected to be concentrated in:
Urban transport systems such as metro rail, buses, multimodal hubs and last-mile connectivity.
Water supply, sewage treatment and solid waste management to cope with rising populations.
Affordable and rental housing, especially in Tier-II and Tier-III cities where migration is accelerating.
Climate-resilient infrastructure for flooding, heat stress and disaster management, including green spaces.

The report stresses that traditional budgetary resources will not be enough, pushing cities and states to tap municipal bonds, land value capture, PPPs and user charges more effectively. It also highlights the need for stronger city-level governance, better project preparation and capacity building to ensure money translates into timely, quality assets rather than stalled projects.
