PAN Card Rules Change In 2026: Aadhaar Alone No Longer Enough For Applications

Why The Rules Changed

The Government of India introduced these changes under the New Income Tax Act 2025 to modernize compliance, reduce fraud, and ensure better tracking of financial transactions. PAN has now become central to almost all high-value activities, creating a stronger audit trail. 

New Application Forms

• Form 93: For individuals (replaces Form 49A)
• Form 94: For Indian companies, LLPs, trusts, HUFs, and other entities
• Form 95: For foreign companies or entities incorporated outside India
• These forms standardize applications and corrections, ensuring stricter KYC compliance. 

Aadhaar Alone Not Enough

Earlier, instant e-PANs could be issued using Aadhaar OTP. Now, applicants must provide additional documents such as a birth certificate, voter ID, passport, driving licence, or Class 10 marksheet. Aadhaar remains mandatory, but it must be supplemented with proof of date of birth. 

Mandatory Aadhaar-PAN Match

The name, gender, and date of birth on PAN must exactly match Aadhaar records. Any mismatch will stall applications or invalidate PAN until corrected. 

Revised Financial Thresholds

• Cash deposits/withdrawals: PAN mandatory if aggregate exceeds ₹10 lakh per financial year across all accounts (earlier ₹50,000 per day).
• Property transactions: PAN required for values above ₹20 lakh; transactions over ₹45 lakh automatically reported to the Income Tax Department.
• Stamp paper purchases: PAN mandatory above ₹2 lakh; without PAN, reporting starts at ₹1 lakh.
• Vehicle purchases: PAN mandatory for transactions above ₹2 lakh. 

 Compliance Insights

• PAN applications now require Form 93, 94, or 95
• Aadhaar alone no longer valid for PAN issuance
• PAN-Aadhaar details must match exactly
• Cash transactions above ₹10 lakh annually require PAN disclosure
• Property deals above ₹20 lakh and stamp paper above ₹2 lakh need PAN
