Tech Takes the Chair: Kiren Rijiju Launches Delhi’s e-Vidhan Revolution

In a groundbreaking effort towards efficient and responsible governance, Union Minister of Parliamentary Affairs Kiren Rijiju on Saturday laid the foundation stone of the e-Vidhan (Paperless Assembly) project at the Delhi Legislative Assembly. The project under the National e-Vidhan Application (NeVA) will transform the Delhi Assembly into a paperless, completely digital legislature—serving as an exemplar for legislative renewal and sustainability.

Key Highlights

Early Rollout: The e-Vidhan system will be up and running in 108 days, with the assistance of a sanctioned grant of ₹9 crore by the Ministry of Parliamentary Affairs. Over ₹1 crore has already been released as the initial installment.

Digital Transformation: The July Monsoon Session will become the first to be entirely paperless, with legislature members reading all legislative documents, bills, and reports in real time on electronic platforms, without the requirement of hard copies.

Environmental Impact: The project is a large green initiative, which will save trees and reduce the environmental footprint of the Assembly. Delhi Assembly is also going to be the country's first Assembly to be run entirely on renewable sources, as a 500-kW solar power project is underway.

Increased Efficiency & Transparency: NeVA will deliver a safe, multilingual electronic archive of all parliamentary business, with immediate access to agendas, debates, and committee reports. Artificial intelligence functionalities will enable instant access and cross-reference of previous deliberations.

Training & Support: The MLAs will be well trained, and a facilitation center on a permanent basis will be established to enable easy implementation of the new system.

National Integration: Delhi becomes the 28th Indian legislature to become a member of NeVA platform, as part of the "One Nation, One Application" vision of digital legislative governance.

Leadership Speaks: Project Speaker Vijender Gupta termed the project as a landmark for transparency and efficiency, while Chief Minister Rekha Gupta underscored the government's commitment to daily innovation and reform.

"Today's programme is another milestone in the digitisation of legislative governance. I would like to see the Delhi Assembly as a model assembly, and this project will certainly help towards that end," Kiren Rijiju said.
