India’s Heatwave Warnings Are Getting Louder. Cooling Governance Has To Catch Up

India is learning the hard way that heatwaves are no longer “bad weather weeks” but a governance crisis cutting across health, labour, power and urban design. With temperatures crossing 46 degrees in several states this month and red alerts now routine, the country cannot afford to treat heat as a seasonal inconvenience. It needs rules, systems and money built around keeping people cool and alive, not just advisories telling them to stay indoors.

Heat alerts from the IMD and NDMA are more sophisticated than they were a decade ago, but on the ground, the response still looks patchy. Construction workers, delivery staff, street vendors and sanitation workers continue to toil through peak afternoon hours. Cities sprawl with dark roofs, treeless streets and glassy facades that trap heat. Air conditioners boom in gated apartments, pushing hot air back onto the same footpaths where those without cooling try to get through the day. Cooling, in other words, remains a private purchase, not a public guarantee.  

From Forecasting Heat To Governing It  

What experts are now arguing for is “cooling governance” a deliberate framework that treats heat resilience as seriously as flood control or pollution. That means heat action plans that are funded and enforceable, not just PDFs. Labour rules that mandate rest breaks, shaded areas and modified work hours on red alert days. City plans that bake in tree cover, reflective roofs, shaded bus stops and public cooling centres instead of leaving people to hunt for relief in malls and metro stations. And health systems that treat heatstroke as a predictable seasonal surge, with protocols, wards and data, not as a surprise every single year.  

Why Cooling Policy Is The Next Big Infrastructure  

India already has the beginnings of this in the India Cooling Action Plan and in some city level heat action plans, but they are nowhere near the scale of the problem. Cooling governance also has to confront a tough paradox: everyone wants more fans and ACs, but unmanaged cooling pushes up power demand, emissions and outdoor temperatures. The only way through is to combine efficient appliances, better building codes and nature based cooling with targeted subsidies for the poorest. Otherwise, the rich will keep buying comfort while the poorest pay with years shaved off their lives.
