Kisan Credit Card Scheme: A Lifeline for Millions of Indian Farmers

Empowering Farmers with Timely and Affordable Credit  
Finance Minister Nirmala Sitharaman has reaffirmed the significance of the Kisan Credit Card (KCC) scheme, calling it a crucial support system for millions of Indian farmers. The initiative, designed to provide farmers with easy access to institutional credit, has played a transformative role in agricultural financing.  

Key Highlights of the Scheme  
1. Over 465 lakh applications have been sanctioned under the KCC scheme, with a total credit limit of Rs 5.7 lakh crore.  
2. Farmers can avail loans of up to Rs 3 lakh at an interest rate of 4 percent, provided repayments are made on time.  
3. A Prompt Repayment Incentive of 3 percent further reduces the effective interest burden, allowing farmers to save up to Rs 9,000 annually per Rs 1 lakh borrowed.  
4. The government has increased the subsidized loan limit from Rs 3 lakh to Rs 5 lakh, benefiting approximately 7.7 crore farmers, including those engaged in fisheries and dairy farming.  

Expanding Financial Support for Agricultural Growth  
- The KCC scheme ensures easy access to short-term crop loans, enabling farmers to purchase essential agricultural inputs such as seeds, fertilizers, and pesticides.  
- Beyond cultivation, the scheme now covers post-harvest expenses, marketing loans, household consumption, and working capital for farm assets.  
- In 2019, the initiative was expanded to include animal husbandry, dairying, and fisheries, allowing farmers in these sectors to avail collateral-free loans up to Rs 1.6 lakh.  

Government’s Commitment to Farmer Welfare  
- The Agriculture Budget has seen a significant increase, rising from Rs 21,500 crore in 2013 to Rs 1.22 lakh crore in 2024.  
- Sitharaman emphasized that this fivefold increase reflects the government’s dedication to improving financial resilience among farmers.  
- The KCC scheme, along with other agricultural initiatives, continues to strengthen India’s farming community by ensuring financial inclusion and stability.
