Prime Minister Narendra Modi has formally announced that India and Cyprus have elevated their relationship to a Strategic Partnership, following talks with Cypriot President Nikos Christodoulides in New Delhi. The move is anchored in a new defence roadmap, a connectivity dialogue and six fresh agreements that widen cooperation from counter terrorism to higher education and digital innovation. For India, Cyprus becomes a niche but strategic Mediterranean partner as New Delhi looks to plug deeper into Europe through the India Middle East Europe Economic Corridor and new shipping, fintech and energy links.
Strategic Partnership Announced In Delhi
- Addressing a joint press conference after delegation level talks at Hyderabad House, PM Modi said the bond between India and Cyprus has “stood the test of time” and that the new Strategic Partnership will “infuse our relations with new ambition and new momentum.” The leaders unveiled a five year roadmap for defence cooperation, building on earlier agreements to expand joint training, capacity building and industry collaboration between Indian public and private sector firms and Cypriot partners.
- Beyond defence, the two sides signed six agreements covering a joint working group on counter terrorism, diplomatic training, innovation and technology, higher education, cultural cooperation and a technical arrangement on search and rescue. Foreign Secretary (West) Sibi George also announced plans for a dedicated cyber security dialogue, consular dialogue and a bilateral defence roadmap for 2026 to 2031.
Trade, Connectivity And Digital Payments
- Economic ties sit at the core of the new framework. PM Modi underlined that Indian investment in Cyprus has more than doubled in recent years, and both sides are now targeting another doubling over the next five years, supported by a joint task force on infrastructure, shipping and maritime services. Cyprus has committed to opening a Cyprus Trade Centre in Mumbai and setting up a trade office to attract Indian companies looking for a gateway into the European Union.
- On the connectivity front, India and Cyprus have agreed to establish a bilateral connectivity dialogue with explicit reference to the India Middle East Europe Economic Corridor, where Cyprus wants to position itself as a key node for trade, energy and maritime transport. At the retail level, UPI is expected to go live in Cyprus by 2027, expanding India’s digital payments footprint and smoothing person to person and business to business payments between the two countries.
Security, Values And Global Diplomacy
- Both governments stressed that the upgraded relationship rests on shared democratic values, rule of law and respect for sovereignty and territorial integrity, themes that have run through successive India Cyprus joint statements in recent years. The new counter terrorism working group and cyber security dialogue are meant to build real time information sharing on terrorism, drugs and arms trafficking, as well as emerging threats in cyberspace.
- At the multilateral level, India and Cyprus reiterated their support for each other in forums such as the United Nations and emphasised cooperation around climate action, oceans and the Indo Pacific through platforms like the Indo Pacific Oceans Initiative, where Cyprus has joined under the trade, connectivity and maritime transport pillar.
