The latest Capgemini report suggests 90% of public sector organizations worldwide plan to pilot, investigate, or deploy agentic AI—autonomous AI that can make decisions—within two or three years. Industries like defense (82%), healthcare (75%), and security (70%) are leading the adoption efforts, aiming to increase efficiency and cope with rising citizen demands amid scarce resources.

However, data readiness still remains a significant inhibitor. Only 21% of organizations currently possess the robust, high-quality data necessary to train and fine-tune AI models cost-effectively. Additionally, 79% of public sector leaders point to data security as an area of concern, and 74% have limited trust in AI-generated outputs. Most data sharing initiatives are still in their infancy, stifled by privacy, cloud sovereignty, and governance issues.

Experts say that building strong data infrastructure and governance frameworks is crucial for successful agentic AI implementation. With appropriate foundations, AI can assist government functions—ranging from policy analysis to citizen services—so that public service delivery is made faster and more efficient.
