Balochistan’s Federal Job Quota: Over 45,800 Appointments Reflect Renewed Commitment, but Concerns Remain

Federal Minister for Parliamentary Affairs, Dr. Tariq Fazal Chaudhry, told the Senate on July 21, 2025, that over 45,800 federal government jobs in all categories of employment have been allocated to Balochistan under the province's increased quota. Increased Quota and Recruitment Development
 
The federal government raised Balochistan's quota of jobs from 3.5% to 6% in 2007 in recognition of provincial differentials and underrepresentation in federal organizations.
 
Dr. Fazal disclosed that 45,809 appointments had so far been made under this 6% quota, with recruitment in progress to complete all vacancies. Out of these, 41,901 are appointments to Grade 1–16 posts, and 3,908 Balochistan-based officers hold posts of higher Grades 17–22 in federal ministries and organizations.
 
The minister explained that the 11,000 jobs assured under the Aghaz-e-Huqooq-e-Balochistan package were also accommodated under this quota, and the recruitment was being made according to merit and transparent quota policies.
 
Local Matters and Parliamentary Accountability
 
Senator Abdul Shakoor Khan and other lawmakers were skeptical in the Senate, claiming that practical implementation of the quota, especially for the Aghaz-e-Huqooq package, had been less than satisfactory, with reports of only about 1,200 of those 11,000 jobs having been filled.
 
There were demands for more stringent enforcement to make certain that employment is awarded to authentic local applicants, with demands for oversight on the utilization of sham domiciles. There were also demands by some senators for complete public data disclosure and immediate remedial action, echoing concerns regarding transparency and fair access.
 
Development Initiatives and Broader Context Dr. Fazal reiterated that Balochistan is a priority area in national development as the province has been allocated Rs210 billion under the Rs1,000 billion Public Sector Development Programme (PSDP), apart from other initiatives like new schools, a Rs60 billion solar project, and huge investment in road infrastructure.
 
Dismissing claims that turbulence is the outcome of deprivation, the minister attributed security challenges to meddling by external forces, asserting the government's resolve to restore peace and inclusiveness.
 
In spite of the government's reassurances, parliamentary discussion indicates a continued debate regarding trust, grassroots implementation, and equitable access for residents of Balochistan in federal job opportunities.
