Chennai’s Skyline Set to Soar: Third Master Plan Targets Vertical Growth and Inclusive Urban Renewal

The Chennai Metropolitan Development Authority (CMDA) has unveiled its ambitious Third Master Plan (TMP) for the 1,189 sq km Chennai Metropolitan Area, aiming to reshape the city’s urban fabric through vertical expansion, housing upgrades, and civic infrastructure improvements.
 
Key Highlights:
  • Higher Floor Space Index (FSI) proposed in metro corridors, commercial hubs, and industrial belts to encourage highrise development.
  • Mixeduse zoning to be expanded, allowing residential, commercial, and recreational spaces to coexist efficiently.
  • Underground infrastructure upgrades—sewage, water supply, and road networks—will be phased to match vertical growth demands.
Housing and Inclusivity:
  • Insitu redevelopment of slum areas prioritized over relocation, with scaledup FSI and integrated social infrastructure.
  • Employment linkages and essential services to be embedded within informal settlements to preserve community networks.
Land Use and Planning:
  • Reduction in rigid agricultural zoning and expansion of flexible mixeduse zones to reflect evolving urban patterns.
  • Proposal to simplify land use categories from over 10 to a few broad zones like urbanisable, conservation, and hazardous.
Strategic Coordination:
  • Emphasis on interagency collaboration to ensure seamless implementation and ownership across departments.
  • Decentralization strategy from earlier master plans—six urban nodes and four new towns—remains valid and will be reinforced.
Outlook:
The TMP is expected to unlock sustainable urban density, improve access to transport, and enhance quality of life across socioeconomic strata.
