This decision comes on the heels of weeks filled with public outcry and political discussions surrounding the mandatory collection of a waste management fee alongside the annual property taxes. Key Announcements Garbage User Charge Now Optional: Starting June 1, 2025, the MCD has revamped its property tax portal, making the garbage user charge optional. This means residents can now pay their property tax without the pressure of also coughing up the additional user charge, which ranged from ₹50 to ₹200 per month based on property size. Roll Back and Review: The user charge, which was introduced in April 2025 as part of solid waste management regulations, faced significant pushback from both political factions and community groups. In response, the MCD has passed a resolution to suspend the charge and establish a committee to review how it was implemented. The charge will be on hold until a new policy is crafted based on the committee’s findings. Property Tax Amnesty Scheme: In conjunction with the rollback, the MCD has rolled out a one-time House Tax Amnesty Scheme. Under this initiative, residents are only required to pay property tax for the last five years (from 2020–21 onwards) without any interest or penalties. Once they settle their dues, they will receive a No Objection Certificate (NOC), clearing all previous debts before 2020–21. Public and Political Consensus: This decision comes after thorough discussions with Residents’ Welfare Associations (RWAs) and citizen groups, and it has garnered support from both the BJP and the AAP, who had previously criticized the mandatory charge. Highlights: Residents can now enjoy a 10% discount on early property tax payments until June 30, all without the added burden of the user charge. The standing committee will work on finalizing the complete rollback and future policies regarding garbage user charges. This move addresses concerns about double payments for waste collection and the inadequacy of municipal sanitation services in the area. “For people who were not able to file their taxes to avail the early tax filing rebate (till June 30), now they can opt out of the user charge option in the portal,” said Mayor Raja Iqbal Singh.
