Digital Democracy Goes Rural: PM Modi Unveils Blockchain-Powered Gram Sabha Pilot

Prime Minister Narendra Modi has launched the ‘Digital Gram Sabha’ initiative, marking India’s first blockchain-based pilot for rural governance. On October 20, 2025, Prime Minister Narendra Modi inaugurated the ‘Digital Gram Sabha’ pilot program, a blockchain-powered governance model designed to modernize decision-making in village councils. Each decision, vote, and resolution is recorded on a secure, tamper-proof ledger, ensuring transparency and accountability in Panchayat-level governance.

These regions were chosen for their digital readiness and active Gram Panchayat participation.

- AI-powered tools like SabhaSaar introduced

SabhaSaar summarizes meeting discussions and generates actionable insights, reducing manual documentation and improving follow-up.

- Facial recognition replaces paper registers

Attendance and voting are now verified digitally, streamlining participation and minimizing fraud.

- Integration with eGramSwaraj and SVAMITVA schemes

The pilot complements existing digital platforms, including property mapping and financial tracking tools already active in over 2.5 lakh Gram Panchayats.

- Common Service Centres (CSCs) act as access hubs

Villagers can engage with the system via smartphones or CSCs, bridging the digital divide and promoting inclusivity.
