Odisha’s Hidden Heroes: The Untold Stories of Tribal Transformation

Odisha is making headlines as a national leader in empowering its most vulnerable tribal communities, especially the Particularly Vulnerable Tribal Groups (PVTGs). Through a combination of ambitious state-led initiatives and seamless integration with central government schemes, the state is transforming lives in some of India’s most remote and marginalized regions.
 
Key Highlights:
 
PM-JANMAN Mission: Odisha is at the forefront of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), a nationwide mission launched in November 2023 to uplift 75 PVTG communities. Odisha alone covers 13 PVTGs across 1,751 habitations in 14 districts, benefiting nearly 69,000 households. The mission delivers on 11 core needs, including housing, clean water, healthcare, education, nutrition, road connectivity, electrification, and skill development. Odisha’s use of micro-plans, GIS mapping, and local participation ensures that interventions are both effective and culturally sensitive.
 
Rapid Progress: In just one year, Odisha has sanctioned over 11,000 pucca houses, brought solar-powered clean water to all PVTG villages, expanded mobile medical units, and set up 74 multipurpose centres for skill training and community events. Early education and nutrition are supported through functional anganwadi centres, while more than 30 Van Dhan Vikas Kendras help turn traditional forest knowledge into sustainable income.
 
Overcoming Challenges: The state has tackled tough terrain and manpower shortages by deploying nodal officers, using real-time dashboards, and holding bi-monthly reviews to keep projects on track.
 
Livelihoods and Empowerment: The Odisha Tribal Empowerment & Livelihoods Programme (OTELP Plus) has boosted incomes by 40% for most beneficiaries, expanded land cultivation, and built strong local institutions like self-help groups and producer collectives.
 
State-Led Innovation: Odisha’s new LABHA scheme guarantees a minimum support price for minor forest produce, directly benefiting one crore tribal people and empowering thousands of women’s self-help groups.
 
With a grand celebration planned for November 2025 to mark two years of PM-JANMAN, Odisha’s approach is being hailed as a model for inclusive, grassroots-driven tribal development.
