Vietnam's own quick rise to a regional economic power is being driven by intensified cooperation with Singapore, after historic upgrading of the bilateral relationship to a Comprehensive Strategic Partnership (CSP) in March 2025. This groundbreaking agreement made during Vietnam's Party General Secretary To Lam's official visit to Singapore is the first time that Singapore has embarked on such an upper-level partnership with an ASEAN member, in a reflection of unprecedented mutual trust and collaborative vision between the two countries.
A New Era of Collaboration
The CSP deepens cooperation in key and emerging areas such as the digital economy, green energy, submarine cable connectivity, and carbon credits, upon decades of collaboration on trade, investment, finance, security, and training. The partnership will be implemented under six pillars, aimed at innovation, sustainability, and regional connectivity.
The Singaporean Prime Minister Lawrence Wong emphasized the importance of the CSP, stating, "It reflects the high level of trust between Singapore and Vietnam, the good work that we have done together, and the potential to do even more."
Driving Digital and Sustainable Growth
Singapore's contribution is crucial in enabling Vietnam to become a high-income economy by 2045. The cooperation will spearhead Vietnam's digitalisation, with mutual cooperation in artificial intelligence (AI), semiconductor technology, clean energy, and finance. Experts on both sides of the border underscore the need for institutional reform, innovation, and speed in decision-making, with AI set to transform public administration and service delivery in Vietnam.
Vietnam's highly educated AI workforce and strategic investments in manufacturing and automation are likely to speed up its evolution into a world leader in technology and innovation.
Trade and Investment Boom
Economic links have never been more robust. For the first two months of 2025 alone, bilateral trade jumped by a year-on-year 27.15% to more than S$6.57 billion (US$4.91 billion). Vietnam became Singapore's ninth-largest trading partner and seventh-biggest importer of Singapore goods. Singapore continues to be a prominent foreign investor in Vietnam, accounting for more than $10.21 billion in the past year-27% of Vietnam's total foreign investment.
Connectivity and Regional Leadership
The CSP also focuses on infrastructure and digital connectivity. The two governments have entered into agreements to develop undersea cable infrastructure, which is essential to enable the increasing demand for AI services and data centers in Southeast Asia. Singaporean companies are proactively pursuing new fiber-optic cable initiatives to enhance regional data flows and digital resilience.
Strategic Significance
Singapore's engagement with Vietnam goes beyond economics. The alliance is meant to strengthen ASEAN's process of building a community, regional stability, and institutional modernization and sustainable development in Vietnam. The timing of these events-which coincide with Singapore's next general elections-highlights the strategic importance both countries attach to their relationship.
"Vietnam's stunning transformation, as it converts adversity into its key strengths, is most clearly seen in enhancing institutional structures, adopting science and technology, and experiencing strong economic growth," stated Professor Vu Minh Khuong of the Lee Kuan Yew School of Public Policy.
