A New Sunrise For Cities: Budget Pushes For Financial Autonomy

Urban Fiscal Challenges  
India’s municipalities face a persistent mismatch between responsibilities and resources. Despite constitutional provisions for decentralization, most urban local bodies remain dependent on state and central transfers for over 75% of their budgets. The absorption of local taxes into the GST regime has further weakened their fiscal control, leaving cities financially constrained even as they drive national growth.  

Budgetary Focus On Autonomy  
The Union Budget 2026 is expected to introduce measures to strengthen the fiscal autonomy of cities. Proposals include direct transfers to municipalities, reforms in property tax collection, and incentives for cities to raise their own revenues. The government is also considering performance-linked grants to encourage efficiency and accountability in urban governance.

Experts caution, however, that capacity building and institutional strengthening will be critical to ensure municipalities can absorb funds and deliver results.
