The declaration was made in the aftermath of the untimely death of Lt. Narwal, who was martyred in a terrorist attack in Pahalgam, Jammu and Kashmir, on April 22, 2025.

Lt. Vinay Narwal, a 26-year-old Karnal resident of Haryana, was newly wedded and on his honeymoon when the attack took place. His untimely death left the country grieving the loss of a courageous and dedicated officer. The Chief Minister's declaration is an attempt to bring financial security and emotional solace to the bereaved family during these trying times.

The compensation package comprises a cash grant of Rs 50 lakh to the family and a government job for one of the family members, based on the choice of Lt. Narwal's parents.
