Prime Minister Narendra Modi’s visit to Assam on September 14, 2025, marked a major milestone in India’s energy and industrial roadmap. In a high-impact ceremony held at Numaligarh in Golaghat district, Modi inaugurated the country’s first bamboo-based bio-ethanol plant and laid the foundation stone for a new polypropylene manufacturing unit. These projects, part of a broader Rs 18,530 crore development package for the state, are expected to boost Assam’s role in India’s clean energy transition and industrial self-reliance.
The Prime Minister was joined by Union Minister Hardeep Singh Puri and Assam Chief Minister Himanta Biswa Sarma, underscoring the Centre’s strategic focus on Northeast India as a driver of national growth.
Key Highlights From The Assam Energy Push
- Bio-ethanol plant inaugurated at Numaligarh Refinery, built at a cost of Rs 5,000 crore
- Polypropylene plant foundation laid, with an estimated investment of Rs 7,230 crore
- Projects expected to create thousands of jobs and support bamboo farmers across Assam
- Modi calls Assam a key contributor to India’s energy capacity and industrial future
- Additional Rs 6,500 crore worth of healthcare and infrastructure projects launched in Darrang
Bio-Ethanol Plant: A Green Leap For Assam
The newly inaugurated bio-ethanol plant is India’s first second-generation facility using bamboo as feedstock. Developed by Numaligarh Refinery Limited (NRL), the plant is designed to produce ethanol from lignocellulosic biomass, offering a sustainable alternative to fossil fuels. With bamboo cultivation widespread across Assam, the plant is expected to generate steady income for local farmers and reduce carbon emissions.
Modi emphasized that the project reflects India’s commitment to clean energy and rural empowerment. He also recalled that earlier restrictions on bamboo harvesting had stifled economic potential, and credited his government for lifting those barriers to unlock new opportunities in the Northeast.
Polypropylene Plant: Industrial Backbone In The Making
The Rs 7,230 crore polypropylene unit will be developed adjacent to the refinery complex and is expected to manufacture high-grade polymer used in packaging, textiles, automotive components, and consumer goods. The plant will reduce India’s dependence on imported polymers and support downstream industries in the region.
The foundation stone ceremony marked the beginning of a multi-phase construction plan, with completion targeted by 2028. The project is expected to generate significant employment during both construction and operational phases, while enhancing Assam’s industrial profile.
Healthcare And Infrastructure Boost In Darrang
Earlier in the day, Modi visited Darrang district to launch healthcare and connectivity projects worth Rs 6,500 crore. These included:
- Foundation stones for Darrang Medical College, a nursing college, and a GNM school in Mangaldai
- Narengi–Kuruwa bridge project spanning 2.9 km, valued at Rs 1,200 crore
- Guwahati Ring Road project covering 118.5 km, connecting Kamrup, Darrang, and Ri Bhoi districts, with an investment of Rs 4,530 crore
These initiatives aim to improve access to medical education, reduce travel time across districts, and support regional integration.
Political And Cultural Significance
