Goa is scripting a new chapter in public health—one where digital innovation, inclusive care, and grassroots empowerment converge. Under the leadership of Health Minister Vishwajit Rane, the state is rapidly transforming its healthcare ecosystem into a scalable model that could inspire reforms across India. From digitised primary care to AI-powered diagnostics, here’s how Goa is setting a national benchmark.
Digital-first primary care and emergency response
1. Corlim Primary Health Centre (PHC) has become India’s first fully digitised PHC, offering electronic health records, teleconsultations, and integrated care services
2. This marks a major shift toward patient-centric delivery at the grassroots level
3. Goa’s ambulance fleet has expanded from 32 to 103 vehicles, reducing average emergency response time to just 12 minutes
4. These upgrades have saved over 1.38 lakh lives and enabled more than 5,000 emergency deliveries in transit
Preventive care and specialised services
1. Goa is the first state to offer free IVF services at a government hospital, with 73 IVF cycles and 176 IUI procedures completed, resulting in multiple successful births
2. Under the Swasth Mahila Swasth Goa campaign, over 1.5 lakh women have been screened for breast cancer using advanced tools like iBreast
3. Eighteen cancer screening camps have been held, and the upcoming Project RakSA will provide regular screenings for breast, cervical, and oral cancers at all PHCs
4. AI-based diagnostics are being deployed in collaboration with Qure.ai and AstraZeneca, with over 68,000 lung scans already conducted
Maternal, child, and genetic health
1. Goa’s newborn screening programme has tested over 1.18 lakh babies for early detection of congenital conditions
2. Genetic counselling services have supported more than 1,150 individuals, offering guidance and preventive insights
3. The state boasts a 90 percent full immunisation rate, with early adoption of vaccines like Rotavirus and PCV
4. Digital platforms such as U-WIN and eVIN are operational across 42 cold chain points, ensuring efficient vaccine tracking and delivery
Cardiac care and organ transplants
1. The STEMI Goa Project has delivered over 21,000 ECGs and thrombolysed 4,500 patients using a four-hub, 20-spoke model
2. Nine successful organ transplants have been completed under the SOTTO framework
3. Over 22,900 citizens have benefited from DDSSY and Mediclaim schemes, improving access to critical treatments
Centres of excellence and future infrastructure
1. Goa is developing Centres of Excellence in Skull Base Surgery and Gastroenterology at Goa Medical College
2. A 120-bed Cancer Institute is under construction to expand oncology services
3. The Paediatric and Neuro Rehabilitation Centre has registered over 11,000 children and conducted more than 22,000 therapy sessions in 2024
