India Dives Deeper: Govt Fast-Tracks Deep Sea Mining, Eyes Duty-Free Gear to Unlock Ocean Wealth

India is set to accelerate deep-sea exploration in the Central Indian Ocean Basin (CIOB) to tap into vast reserves of polymetallic nodules, according to a government document reviewed on July 4, 2025. These nodules—rich in nickel, cobalt, copper, and manganese—are critical for clean energy technologies, EV batteries, and advanced electronics.
 
To support this strategic push, the government is also considering duty-free import of high-capacity mining and beneficiation equipment, aiming to reduce upfront costs and attract private sector participation. The move aligns with India’s ₹4,077 crore Deep Ocean Mission, which includes the development of manned submersibles, underwater robotics, and an integrated mining system capable of operating at depths of 6,000 meters.
 
India currently holds exclusive exploration rights over 75,000 sq. km in the CIOB, with an estimated 380 million tonnes of nodule resources. The Ministry of Earth Sciences and NIOT are leading the charge, with trials already conducted at depths beyond 5,200 meters.
