KCCI Pushes for Revival of Kashmir’s Handicrafts and MSMEs with Fresh Government Backing

The Kashmir Chamber of Commerce and Industry (KCCI) has stepped up its efforts to secure comprehensive government support for the region’s struggling handicrafts and MSME sectors. In a series of meetings with top officials, including Textile Minister Giriraj Singh and Secretary Neelam Shami Rao, the chamber presented a detailed roadmap to revive artisan livelihoods and boost exports.

- KCCI proposed an international-standard craft mart in Srinagar to host year-round exhibitions and buyer-seller meets  

- The Textile Ministry agreed to support an international handicrafts exhibition in September–October 2025  

- Delegates emphasized the urgent need to modernize production while preserving traditional techniques  

Policy and Infrastructure Demands

- Accreditation of the Pre-Export Pashmina DNA Testing Lab at SKUAST Srinagar to streamline customs clearance  

- Revision of the Rs 438 cap under the RoSCTL scheme and introduction of a separate HSN code for high-value shawls  

- Declaration of new handicraft clusters in North Kashmir and other artisan-dense districts  

- Inclusion of Kashmir in national export missions and market access initiatives  

Empowering Artisans and Women

- KCCI stressed the importance of skill development, financial inclusion, and tech integration for young and female artisans  

- The chamber called for improved GI tagging infrastructure to protect Kashmir’s craft identity  

Looking Ahead

The chamber aims to raise handicraft exports to Rs 3,000 crore within three years through global outreach, e-commerce expansion, and policy reforms. Government officials have responded positively, promising follow-up action and collaborative planning.
