Prime Minister Narendra Modi inaugurated and laid the foundation stone for a series of transformative development projects worth over Rs 9,000 crore in Aizawl, Mizoram, on September 13, 2025. The announcement marks a historic moment for the landlocked northeastern state, with new infrastructure initiatives spanning railways, roadways, energy, education, and sports. Despite inclement weather preventing his physical presence at the main venue, Modi addressed the public virtually from Lengpui Airport, reaffirming the Centre’s commitment to inclusive growth and last-mile connectivity in the region.
The projects are designed to unlock Mizoram’s economic potential, improve regional mobility, and integrate the state more deeply into national and cross-border trade networks.
Key Highlights From The Development Package
- Inauguration of the Bairabi–Sairang New Railway Line, built at a cost of Rs 8,070 crore
- Launch of three new express trains connecting Mizoram to Delhi, Guwahati, and Kolkata
- Foundation stone laid for Aizawl Bypass Road, Thenzawl–Sialsuk Road, and Khankawn–Rongura Road
- New LPG bottling plant with 30,000 metric tons annual capacity at Mualkhang
- Foundation stone laid for Chhimtuipui River Bridge to support Kaladan Multimodal Transit

Rail Connectivity: A Historic First For Aizawl
The centrepiece of the development package is the Bairabi–Sairang New Railway Line, which brings Aizawl onto India’s railway map for the first time. Constructed through challenging terrain, the project includes 45 tunnels, 55 major bridges, and 88 minor bridges. This engineering feat will drastically reduce travel time and logistics costs, enabling faster movement of goods and passengers.
To operationalize the new line, the Prime Minister flagged off three express trains:
1. Sairang–Delhi Rajdhani Express
2. Sairang–Guwahati Express
3. Sairang–Kolkata Express
These routes will provide direct access to India’s major economic hubs, boosting tourism, trade, and investment in Mizoram.
Road Infrastructure: Unlocking Regional Mobility
The Prime Minister laid the foundation stone for several key road projects aimed at decongesting urban centres and improving inter-district connectivity. These include:
- Aizawl Bypass Road (45 km), worth over Rs 500 crore, under the Prime Minister’s Development Initiative for North East Region
- Thenzawl–Sialsuk Road and Khankawn–Rongura Road to improve access to remote areas
- Chhimtuipui River Bridge on the Lawngtlai–Siaha Road, which will reduce travel time by two hours and support cross-border commerce with Myanmar
These roadways are expected to enhance supply chain efficiency and open new market routes for local producers and entrepreneurs.
Energy And Education Infrastructure
To strengthen energy access, Modi laid the foundation stone for a new LPG bottling plant at Mualkhang in Aizawl. With a capacity of 30,000 metric tons per annum, the plant will ensure reliable fuel supply across the state and reduce dependency on distant refineries.
In the education sector, the Prime Minister inaugurated:
- A residential school at Kawrthah under the Pradhan Mantri Jan Vikas Karyakram
- Eklavya Model Residential School at Tlangnuam for tribal students
These institutions aim to improve learning outcomes and provide quality education in underserved regions.
Sports And Youth Development
As part of the Khelo India initiative, Modi laid the foundation stone for a multipurpose indoor sports hall in Aizawl. The facility will support training in multiple disciplines and nurture young talent from Mizoram, which has produced several national-level athletes.
