Operation Abhyas Unleashed: Inside Maharashtra’s Largest Mock War Drill Since 1971

In a major attempt to enhance readiness for civil defense, Maharashtra on May 7, 2025, ran large-scale practice drills under 'Operation Abhyas'. Under the guidance of the Union Home Ministry, the move comes following increased security threat in the recent Pahalgam terror attack.

Key Highlights:

En-Masse Participation: More than 10,000 volunteers, consisting of Civil Defence staff, NCC cadets, Home Guards, and NSS volunteers, volunteered actively at 16 sites spread over 10 districts, viz., Mumbai, Pune, Thane, and Nashik.

Simulated Drills: Simulations included testing of air-raid sirens, blackout drill, and evacuation drills. Sirens rang out in 60 locations at 4 PM in Mumbai followed by five-minute blackouts to test emergency preparedness.

Synergy Efforts: Important locations such as Chhatrapati Shivaji Maharaj Terminus (CSMT) and Cross Maidan saw synergy efforts by Civil Defence, Mumbai Police, BMC, Fire Department, NDRF, and medical personnel.

Quick Response: In the mock drill at Cross Maidan, the exercise of an enemy air raid is shown, causing explosions and huge fire. The rescue teams tackled the pandemonium with a quick response, showing successful emergency procedures.

Statewide Coverage: Drills were carried out in districts such as Uran, Tarapur, Ratnagiri, and Sindhudurg for situations like post-attack chemical or nuclear contamination.

Public Enmasculation: The exercise was meant to inform citizens of safety procedures in times of emergencies, stressing calmness and adhering to government guidelines.

These drills represent the largest civil defense exercise in Maharashtra after the 1971 war, symbolizing the state's dedication to ensuring public security against changing security threats.
