Uttar Pradesh leads in distribution with over 13.74 crore forms handed out, followed by West Bengal at 7.4 crore. Over 91% of the estimated 51 crore voters in phase two have received forms, which must be filled and returned for inclusion in the draft electoral rolls, published on December 9, 2025.
The SIR drive closely monitors matched and unmatched voters from previous rolls, with hearings and verification stages scheduled through January 2026 to ensure transparency and accuracy. Failure to submit forms can result in exclusion from voter lists, highlighting the importance of voter participation.
This extensive exercise underscores the EC’s commitment to free, fair, and comprehensive elections by purging outdated entries and incorporating new eligible voters.
