The Nanaji Deshmukh Sarvottam Panchayat Satat Vikas Puraskar (NDSPSVP) is awarded to best-performing Panchayats at district, block, and gram levels, with eight Panchayats selected nationally under this category.

Ganjam district has emerged as Odisha's crown jewel in this cycle, earning the rank of second-best Zilla Parishad in the country under the prestigious Nanaji Deshmukh category. The district's Potalampur Gram Panchayat in Chhatrapur block also bagged recognition under the Deen Dayal Upadhyay award for its exceptional work as a Healthy Panchayat. Ganjam's track record is particularly impressive — it was crowned India's best Zilla Parishad during the NPA-2023 cycle, winning a prize of ₹5 crore at that time.

Four of Odisha's five winning Panchayats were selected under the Deen Dayal Upadhyay Panchayat Satat Vikas Puraskar, spread across different SDG-linked themes. These include Potalampur (Ganjam, Chhatrapur block) and Mandar (Ganjam, Polasara block) for health and social security themes respectively, alongside other Panchayats from the state demonstrating leadership in water, sanitation, and livelihood goals.
