AI Meets Infrastructure: Bihar and IIT Delhi Launch Tech-Driven Bridge Engineering Programme

In a landmark move to modernize public infrastructure and reduce dependence on external consultants, Bihar’s Road Construction Department has partnered with the Indian Institute of Technology (IIT) Delhi to launch a cutting-edge certification programme in AI-powered bridge design and monitoring. The initiative, set to begin in September 2025, is a core component of the newly approved Bihar State Bridge Management & Maintenance Policy, 2025 — India’s first state-level framework dedicated to systematic bridge upkeep.

This strategic collaboration aims to empower over 100 government engineers with advanced skills in artificial intelligence, drone technology, and real-time structural health monitoring, marking a significant shift toward self-reliant and tech-enabled infrastructure governance.

Training Engineers For Tomorrow’s Infrastructure

- The six-month certification programme will train engineers in AI/ML-based analysis of drone and sensor data to compute Bridge Health Index (BHI) scores  
- Participants will learn to deploy strain gauges and tilt meters for real-time structural monitoring of critical bridges  
- Algorithm-driven Maintenance Priority Index (MPI) models will be introduced to optimize repair planning and resource allocation  
- All inspection data and BHI scores will be made publicly accessible through the Bridge Information and Management System (BIMS) portal to ensure transparency  

Technology Integration For Safer Bridges

The programme responds to a series of alarming bridge collapses in Bihar, including a dozen incidents during the 2024 monsoon season. To prevent future failures, the policy mandates:

- Drone inspections for all state-maintained bridges using high-resolution cameras, LiDAR, and thermal imaging  
- AI algorithms to process visual and sensor data for early detection of cracks, corrosion, and structural weaknesses  
- A shift from manual inspections to aerial assessments across Bihar’s 3,968 bridges, with priority given to 45 high-risk structures identified by IIT Patna and IIT Delhi  

Building In-House Design Capabilities

To further reduce reliance on private consultants, the state will establish a Bridge Design Cell under Bihar Rajya Pul Nirman Nigam Limited (BRPNNL). This unit will be responsible for:

- Designing bridges, culverts, and retaining walls internally  
- Saving an estimated ₹65 crore annually in consultancy fees  
- Accelerating project timelines by eliminating external design bottlenecks  

In addition, discussions are underway with the Indian Academy of Highway Engineers (IAHE) to develop supplementary training modules focused on structural design for road infrastructure, including slab culverts, box culverts, and medium-span bridges.

Vision For Self-Reliant Infrastructure Governance

Bihar’s Public Works Minister Nitin Nabin emphasized that the future of infrastructure lies in technology and self-reliance. The state’s goal is to:

- Conduct 100 percent of routine bridge inspections internally by 2026  
- Design all bridges under 250 metres without external support  
- Deploy trained engineers for real-time monitoring of 85 bridges audited by IIT Delhi and IIT Patna during the 2025–26 fiscal year  

This initiative reflects a broader shift in Bihar’s infrastructure strategy — from reactive maintenance to predictive, data-driven governance. By integrating AI and sensor technologies into routine operations, the state aims to ensure long-term safety, reduce costs, and build a specialized cadre of engineers capable of managing complex infrastructure challenges independently.
