From Waste Woes to Eco-Wins: State’s New Plan Sets Capital on Sustainable Path

In an ambitious attempt to tackle degrading waste management in the capital city, the state government, on June 11, 2025, issued a comprehensive action plan, according to recent high court directives and national policy shifts. The plan aims to redefine the city's approach to managing solid waste, hazardous chemicals, and electronic waste, with an emphasis on public health, environmental protection, and technological innovation.

Key Highlights

100% Segregation Mandate for Waste: According to Supreme Court guidelines, the government will make all waste—wet, dry, biodegradable, and non-biodegradable—100% segregated at source by 2027. The senior-most nodal officers will supervise compliance, with quarterly reporting to begin from September 2025.

Door-to-Door Collection & Monitoring: Urban local governments will clear legacy waste from landfills and make regular, GPS-tracked waste collection. Micro-planning will determine high waste-generating hotspots and peak hours to maximize collection and reduce illegal dumping.

Bulk Waste Generator Responsibility: Institutions that produce over 100 kg of waste per day must implement captive waste management systems with a total prohibition of dumping and burning in public space. Non-compliance will attract penalties under the Solid Waste Management Rules, 2016.

Incentives for Recycling: Lower GST on recycled construction and demolition waste products will be incentivized by the government to encourage industry participation and innovation in green waste processing.

Technology & Public-Private Partnerships: Initiatives include employing new technology—like IoT and AI—to track and treat waste, and enhancing public-private partnerships within recycling and composting plants.

Public Awareness & Capacity Building: Public awareness campaign at the city level will emphasize the necessity of segregation, recycling, and disposal. Training of sanitation workers and public outreach are the cornerstones of the strategy.

Decentralized Composting & E-Waste Management: The approach emphasizes at-source composting of biodegradable waste, aggressive e-waste collection, and local sanitary landfills and high-technology processing facilities.

This action plan reiterates the government's vision of a cleaner, greener capital, working towards a garbage-free, resource-efficient city.
