Go With the Flow: Maharashtra’s Co‑op Pumps Up Power with First Ever Hydropower Project

1. A Watershed Moment for Renewable Energy

Launch Highlights:

Maharashtra has initiated its first pumped storage hydropower project through the cooperative movement, a giant leap towards decentralized clean energy.

The Rs 1,008 crore project will generate 240 MW power and is being executed on Public-Private Partnership mode.

The project is coordinated by the Tatyasaheb Kore Warana Sahakari Navashakti Nirmiti Sanstha Ltd and the State Water Resources Department.

2. Engineering the Future: How the Project Works

Located at Tillari, the scheme will employ Kodali Dam in Kolhapur as the upper reservoir and Kendre Dam in Sindhudurg as the lower reservoir.

The pumped storage plant allows water to be moved from one reservoir to another, to store power off-peak and to supply power at peak demand.

This model offers grid stability and allows for the integration of intermittent renewable sources like wind and solar.

3. Economic Ripple Effects: Employment, Revenue, and Investment

Development Drivers:

The project is expected to create approximately 300 direct jobs, with indirect jobs through allied services and infrastructure.

It will have to pay Rs 1.33 lakh a megawatt annually as reservoir usage fee, and water and land charges at industrial rates.

Maharashtra expects Rs 579 crore initial water usage collections and Rs 80 crore recurring annual returns from all the pumped storage schemes.

4. Scaling Aspirations: Maharashtra's Renewable Roadmap

Policy Pulse:

The state has already signed MoUs for 16 pumped storage projects of 65,000 MW, with an intention to double it to 1 lakh MW.

It plans to invest Rs 1 lakh crore in transmission infrastructure till 2035 to ensure these energy corridors. The 2023 Renewable Energy Policy has been regarded as a growth driver, with 45 projects already having attracted Rs 3.41 lakh crore of investment and more than 96,000 jobs in the pipeline.

5. Cooperative Power: Expanding Legacy of Warana Group

Community Impacts:

Described to have been successful with its cooperative dairy and sugar business, the Warana Group is expanding into the green energy sector.

Chief Minister Devendra Fadnavis also praised the company's initiative in democratising the distribution of energy and helping Maharashtra achieve its climate goals.

The project also suggests the potential for collaborative models in leading large-scale infrastructure with local ownership.
