China’s finished steel exports to India include hot-rolled coils (covered under tariffs) and stainless steel products (exempt from tariffs). Stainless steel imports, in particular, are challenging domestic producers. Some shipments are being routed through Vietnam, leveraging India’s free trade agreement with ASEAN, further complicating enforcement.

Executives from leading firms like Jindal Stainless warn that cheap imports are distorting market practices and discouraging investments in domestic capacity. Buyers are lured by Chinese steel priced $11–$37 per ton cheaper than local products. Some hot-rolled coils entering India were distressed cargo diverted from the Middle East due to the Iran conflict. 

Policy And Industry Response

India, the world’s second-largest crude steel producer, imposed three-year tariffs in December 2025 to curb imports. While these slowed inflows initially, April’s surge shows loopholes remain. Industry leaders are urging stricter monitoring of trade routes and possible extension of tariffs to stainless steel to protect domestic competitiveness.

Market Outlook

India turned a net importer of steel in April 2026, reversing its position from 2025 when exports exceeded imports. Analysts expect imports to rise further in May, intensifying pressure on local producers. The situation highlights the need for balancing trade policy with global supply chain realities.
