Pradhan Mantri Janjatiya Unnat Gram Abhiyan (PM JUGA) has become India’s largest and most comprehensive tribal village development scheme, targeting holistic improvement across 63,000 tribal-majority villages and reaching more than five crore citizens.

Launched from Hazaribagh, Jharkhand on October 2, 2024, PM JUGA is executed through the joint coordination of 17 central ministries, with an overall budget of Rs 79,156 crore (comprising both central and state funding).

The program is runway-aligned with the United Nations’ 2030 Sustainable Development Goals, aiming to close gaps in infrastructure, education, health, and livelihoods.
Scheme Overview: Scale, Coverage, and Funding
The scheme focuses on tribal villages with at least 500 residents (over 50% tribal) and those in Aspirational Districts with a significant tribal presence.
PM JUGA covers 549 districts—around 71% of all Indian districts—targeting every aspect of rural life: education, healthcare, digital access, road connectivity, housing, and energy.
The central government contributes over Rs 56,000 crore, while the states provide nearly Rs 23,000 crore. The mission is set to run through March 2029, with progress tracked via the PM Gati Shakti digital platform.
Inclusive Approach: Building Sustainable Communities

Infrastructure: 20 lakh pucca houses under PM Awas Yojana Gramin; 25,000km of roads through PM Gram Sadak Yojana; enhanced tap water, electricity, digital and mobile connectivity, LPG, and internet access.

Healthcare: Deployment of mobile medical units, new primary healthcare centers, disease diagnosis and management programs for issues like sickle cell disease, plus nutrition support through Anganwadis and Poshan Vatikas.

Education: Construction and upgradation of hostels, ashrams, and residential schools; initiatives to universalize access to quality education, and bridge learning divides.

Economic Empowerment: Tribal multipurpose marketing centers, push for tourism through tribal homestays, and incentives for animal husbandry, fisheries, and entrepreneurship.
Grassroots Transformation: Early Impact
In Andhra Pradesh’s Nandyal district, villages such as Bairlutygudem have already seen life-changing improvements with piped water and local women-led water testing initiatives.
Access to housing, education, banking, power, and health services has started to lessen decades-old gaps in tribal life, offering secure livelihoods and greater dignity.
Women’s participation and tribal self-governance are being promoted through village committees and hands-on community-led interventions.
Whole-of-Government Synergy
Implementation is made possible through convergence—the pooling of multiple government schemes under a common tribal-focused framework.
Data-driven monitoring ensures resources reach even the most remote and forested locations, with progress mapped at block and village levels nationwide.
The initiative builds on earlier tribal programs like PM JANMAN, but scales up both the ambition and the direct, visible impact.
Sustainable and Visionary
PM JUGA pushes forward action on poverty alleviation, environmental preservation, health, education, and infrastructure, setting a new standard for inclusion and equity in India’s policy.
