Vision 2047’s blueprint is organized around three central themes:

Arth Shakti (Economic Power): Accelerating growth in MSMEs, trade, infrastructure, manufacturing, digital economy, renewable energy, and the agriculture-food value chain.

Srijan Shakti (Creative Power): Boosting innovation, research, technology, culture, and skill development.

Jeevan Shakti (Vitality of Life): Enhancing quality of life via healthcare, education, housing, water, and social infrastructure.

Twelve priority sectors, mapped to the Prime Minister’s 5T strategy—Trade, Tourism, Technology, Tradition, and Talent—guide the development agenda.
Targeting a $6 Trillion Economy

Short-, medium-, and long-term plans will see UP’s economy grow from its present size to $1 trillion by 2030 and reach $6 trillion by 2047.

Major thrusts include quadrupling exports, developing UP as an MSME and startup hub, and positioning Noida as a global IT and capability centre.

The government plans induced growth in sunrise sectors: EV manufacturing, aerospace, defence, batteries, and semiconductor production.
Per Capita Income: Aiming for Inclusive Prosperity
The state will work to raise average annual per capita income from a figure well below the national average to ₹26 lakh—comparable or higher than India’s expected mean by 2047.
Key drivers are robust job creation through infrastructure, digital, and industrial projects, as well as targeted skilling and education reforms.
UP’s population of 25 crore will be mobilized for collective progress, ensuring no citizen is left behind.
Social and Cultural Pillars
The Vision commits to holistic development, targeting zero poverty, world-class health and education, high quality rural and urban housing, and widespread access to water and electricity.
Cultural renaissance is on the agenda, blending preservation of spiritual, historical, and traditional heritage with contemporary progress.
ISRO will assist in launching a dedicated satellite for UP, boosting disaster management, weather forecasting, and digital connectivity.
Implementation and Public Engagement
Vision 2047 will be finalised with feedback from experts, NITI Aayog, and citizens, making the process inclusive and consultative.
Regular monitoring and public dashboards will ensure transparency and accountability at every stage.
The Chief Minister called on every citizen to align with this vision for “Viksit UP, Viksit Bharat,” urging participatory development efforts.
