Five Ps for a Cooperative Future: Amit Shah Showcases Ministry’s Four-Year Milestone

As the Ministry of Cooperation marked its fourth anniversary on July 6, 2025, Union Home and Cooperation Minister Amit Shah unveiled a comprehensive framework that encapsulates the ministry’s vision and achievements. Dubbed the five Ps, this strategic model reflects the government’s commitment to grassroots empowerment, digital transformation, and inclusive prosperity through the cooperative movement.

Key Highlights from the Minister’s Address

- Over 60 initiatives have been launched under the leadership of Prime Minister Narendra Modi since the ministry’s inception in July 2021  
- The five Ps framework—People, Pack, Platform, Policy, and Prosperity—serves as the guiding principle for these initiatives  
- Shah emphasized the importance of transparency, technology adoption, and member-centric governance in sustaining cooperative institutions  

Breaking Down the Five Ps

1. People  

   The core beneficiaries of all cooperative initiatives are the citizens of India, especially those in rural and underserved communities. The ministry aims to make cooperatives a true people-based movement.

2. Pack  
   This refers to strengthening primary cooperative societies, particularly at the village and panchayat levels. The government is working to establish multipurpose Primary Agricultural Credit Societies (PACS) in two lakh panchayats that currently lack cooperative institutions.

3. Platform  
   From digital tools to national-level cooperative platforms, the ministry is building infrastructure that enables seamless service delivery, financial inclusion, and real-time governance.

4. Policy  
   A robust legal and administrative framework is being developed to streamline cooperative operations, ensure ease of doing business, and promote accountability.

5. Prosperity  
   The ultimate goal is to achieve holistic prosperity—not just for a few, but for farmers, laborers, and the broader rural population. The mantra remains Sahakar se Samriddhi, or prosperity through cooperation.

Transparency and Technology as Pillars

- Shah underscored that cooperatives cannot thrive without transparency and member-first values  
- He noted that institutions that failed to adopt technology or prioritize member interests have struggled to survive  
- The ministry is actively promoting computerization, modernization, and competitive practices to future-proof the cooperative sector  

Institutional Vision and Future Roadmap

- The Ministry of Cooperation was established to provide a dedicated administrative and policy framework for India’s cooperative movement  
- It aims to deepen the reach of cooperatives to every village, ensuring that development is inclusive and community-driven  
- The ministry is also working on enabling the development of multi-state cooperative societies and simplifying compliance norms
