In a landmark political shift, South Korea's President Lee Jae Myung has appointed veteran lawmaker Ahn Gyu-back as the country’s first civilian defence minister since 1961, breaking a six-decade tradition of military leadership in the post. This move fulfills a core campaign pledge by President Lee, who took office earlier this month after the ouster of former President Yoon Suk Yeol over a controversial martial law incident that deeply shook public trust in the military.

Key Highlights
  • Historic Appointment: Ahn Gyu-back, a five-time Democratic Party legislator, is the first non-military to head the Ministry of National Defense since a 1961 coup by the army ended decades of military rule over the post.
  • Reform Mandate: Ahn's victory is seen as a response to December's martial law crisis, when troops were sent by the military, at the behest of then-President Yoon, to surround lawmakers—a move now under criminal investigation.
  • Reasserting Civilian Control: The appointment is widely perceived as an effort to reassert civilian control over the military and to reassert public trust lost through the recent military incursion into politics.
  • Cabinet Shake-Up: President Lee appointed 10 other new cabinet members, including former UN ambassador Cho Hyun as foreign minister and North Korea diplomacy advocate Chung Dong-young as unification minister.
  • Political Context: The reshuffle is well-timed as Lee, who assumed office without a transition, is attempting to unite a fractured nation and address economic issues, including new U.S. tariffs on Korean exports.
  • Parliamentary Procedure: There will be legislative hearings, but Ahn's confirmation will proceed without a hitch, as the president doesn't require parliamentary confirmation for the defence minister.
  • Ahn's Credentials: Ahn has been recognized as an expert on defence reform and has spent the majority of his parliamentary life on the National Assembly defence committee, advocating for military human rights and anti-corruption drives.
As the first civilian defense minister in 64 years, Ahn should spearhead the reformation of the military mobilized under the martial law rule," presidential chief of staff Kang Hoon-sik said.

This historic decision is a new milestone in South Korea's civil-military relations and signifies President Lee's resolve for democratic transformation and civilian control over national security.
