India’s abrupt revocation of security clearance for Turkey-based Celebi Airport Services has sent shockwaves through the aviation sector, with the company calling the move “a bolt out of the blue” and decrying the lack of notice or opportunity to be heard.
Key Highlights:
Security Clearance Revoked Without Notice: On May 15, India’s Bureau of Civil Aviation Security (BCAS) revoked Celebi’s security clearance, citing “national security” concerns after Turkey openly supported Pakistan during recent regional tensions. Celebi, which has operated in India for 17 years, claims it was not given any prior warning or a chance to present its side before the decision was enforced.
Massive Operational Impact: The revocation has led to an immediate halt of Celebi’s ground handling and cargo services at nine major Indian airports, impacting thousands of jobs and disrupting operations. The company’s Indian business accounted for nearly a third of its global revenue, and the move has wiped out over $200 million in shareholder value, with Celebi’s stock plunging 20% in Istanbul.
Legal Battle and Court Drama: Celebi has challenged the decision in the Delhi High Court, arguing that the national security grounds are “vague” and that the order was passed based on public perception rather than concrete evidence. The court, however, observed that in sensitive matters of national security, “it is better to be safe than sorry,” and noted that prior notice could be counterproductive.
Government’s Stand: The Indian government has defended its action, emphasizing that national security and public safety are paramount and non-negotiable. Arrangements are underway to ensure continuity of airport services and protect the livelihoods of affected employees.
Industry Fallout: The move has triggered a broader debate on foreign participation in sensitive sectors and the balance between security and commercial interests. Major airport operators have already terminated contracts with Celebi, and the government is actively managing the transition to minimize passenger and cargo disruption.
