In India, the credit card debt is not automatically transferred to the family members unless they are joint cardholders or co-signers. The dues on death are on the estate, which is managed by the court-appointed legal heir/administrator.

Notify the issuer: Present the death certificate to freeze interest and to close the account.
 
Pay from the estate: Debts are paid out against the assets of the deceased individual (cash, property). When assets are inadequate, the outstanding debt is usually waived.
 
Joint accounts: Joint holders/spouses will have to pay dues but are not liable unless there is unauthorized use of the card following death.
