Water You Waiting For? Delhi’s Debts Hit a Soaking ₹63K Cr

Delhi Jal Board (DJB) has a financial deluge, with government departments having run up a staggering ₹63,019 crore in arrears in water bills till July 14, 2025. The increasing arrears have pushed the city's water utility to the brink, threatening infrastructure development and service continuity.

Key individuals and defaulters:

State government departments owe ₹33,295.79 crore and central agencies owe ₹29,723.37 crore

Municipal Corporation of Delhi (MCD) tops defaulters with ₹26,147 crore due on 671 connections

Indian Railways tops the central defaulters with ₹21,530 crore, and the Delhi Police comes second with ₹6,097 crore

Some of the other notable defaulters are state health department (₹6,684 crore), DSIIDC (₹269 crore), and DDA (₹372.8 crore)

Impact and response:

DJB's aggregate outstanding dues are over ₹1.42 lakh crore, of which ₹66,000 crore is from commercial consumers and ₹15,000 crore from domestic consumers

Water Minister Parvesh Verma stressed collective responsibility and assured participation of stakeholders to end the crisis

The government has suggested waiver of late payment surcharges on home consumers only once but nothing for defaulters of the government and commerce.

Root causes and reforms:

A backlog has been caused by disagreements on commercial billing, meterless connections, and defective meters

DJB is updating its revenue management system and intends to replace mechanized meters with smart meters to stop the tide of billing errors
