Refex Renewables and Spectrum Renewable Energy, as part of a consortium led by Ourland Engineering Works, have secured a ₹28-crore PPP tender to set up a 100 TPD municipal solid waste-based Bio-CNG plant in Tiruchirappalli. The 20-year contract, awarded by Tiruchirappalli City Corporation under Swachh Bharat Mission, marks a green infra milestone.
In a significant stride for sustainable infrastructure, Refex Renewables and Infrastructure Ltd announced that its step-down subsidiary, Spectrum Renewable Energy Pvt Ltd (SREPL), has emerged as a winning consortium partner for a major municipal solid waste-to-Bio-CNG project in Tamil Nadu. The consortium, led by Ourland Engineering Works Pvt Ltd (OEWPL), has been awarded the tender to establish a 100 TPD (tonnes per day) Bio-CNG plant at Tiruchirappalli. This public-private-partnership (PPP) initiative is set to transform waste management and city gas production under India's Swachh Bharat Mission Urban 2.0.
Key Project Details:
-
The ₹28-crore project has been awarded by the Tiruchirappalli City Corporation via a Letter of Acceptance (LoA) dated September 22, 2025, received on October 6.
-
The plant will be implemented under the widely adopted DBFOT (Design, Build, Finance, Operate and Transfer) model for a concession period of 20 years, ensuring long-term engagement and accountability.
-
The OEWPL-SREPL consortium holds respective stakes of 51% and 49%. A Special Purpose Vehicle (SPV) will be created as the Concessionaire entity.
-
Full project commissioning is targeted within 19 months following the concession agreement, which must be signed within 30 days of the LoA.
Highlights & Strategic Implications:
-
The Bio-CNG plant will utilize 100 TPD of municipal solid waste—an innovative step toward sustainable waste to energy conversion and circular economy advancement.
-
The plant will be entirely funded, constructed, and operated by the consortium, requiring significant technology and process innovation to meet urban clean energy needs.
-
This domestic (state-owned) contract marks a milestone for Refex and SREPL in the urban infrastructure domain and strengthens their portfolio in green and renewable projects.
-
Importantly, the promoter group does not have any additional interests beyond their consortium participation, and the transaction does not qualify as a related-party deal.
As cities look to modernize their waste management systems and cut emissions, this marquee project places Tiruchirappalli among the leaders in municipal solid waste conversion. Industry observers see this as an example of how effective collaboration between city authorities and green energy players can deliver urban sustainability.
