The Delhi government has identified 7.5 lakh students with learning gaps in foundational literacy and numeracy, according to the Economic Survey 2025–26. To address this, 125 school libraries will undergo a digital upgrade, equipped with modern devices and tools to enhance access to learning resources.
The initiative comes after a baseline assessment in September 2025 revealed significant gaps among students in classes 1 to 8. Authorities are now focusing on bridging these gaps through targeted interventions, while simultaneously modernizing school infrastructure to support digital learning.
Learning Gap Assessment
Students were classified into four categories Beginner, Emerging, Progressive, and Proficient based on their performance. The State Council of Educational Research and Training (SCERT) has developed readiness modules for classes 2 to 8, which are being implemented post mid-term exams to strengthen foundational skills.
Digital Library Upgrade
Each of the 125 libraries will be equipped with 20 digital devices, headphones, a kiosk, a charging cart, and a printer. This upgrade aims to provide students with access to interactive learning tools, bridging the digital divide and fostering inclusive education.
