As a result of increased global trade tensions and new tariff measures imposed by large economies, the Government of India has announced the establishment of a Global Tariff and Trade Helpdesk. The helpdesk aims to help businesses address issues arising from increased pressure to import and export because of changing tariff regimes.
The helpdesk is to be set up and operated by the Directorate General of Foreign Trade (DGFT), which functions under the Ministry of Commerce and Industry. The helpdesk is intended to address issues associated with import surges, dumping, EXIM clearance, logistics issues, financing, regulatory compliance conditions, and other trade-related matters. Helpdesk staff will also coordinate with other ministries and state agencies to provide complete support to different stakeholders.
Key Features of the Helpdesk:
- Monitoring and reporting of global trade events with a particular focus on tariffs and surges in imports.
- Elaborating on new export opportunities, while balancing surges in imports.
- Providing read access to the process of reporting trade issues and supporting stakeholders in the completion of reports of trade-related issues through DGFT's website or email.
- Providing reports of trade issues that will be sent out to stakeholders with email and/or texting (SMS) notifications.
The announcement of the helpdesk coincides with a global trade environment that is often characterized by aggressive tariff policies from countries such as the USA and China. Recently, the United States imposed a 10% tariff on the majority of their trading partners while increasing tariffs for imports from China to a staggering 125%. These tariffs have resulted in significant shifts in trade dynamics. These shifts create opportunities for some Indian importers and exporters while also creating challenges for others.
The notice from the Government indicated that some commodities and countries exerted more pressure on India to import. To respond to shifts in the trade environment proactively, the Foreign Trade Division will monitor both import surges and export challenges. Stakeholders are urged to provide input to the helpdesk so that target special measures can be developed for each affected commodity.
This initiative shows that India is committed to facilitating the mitigation of trade challenges while leveraging opportunities for exportation. The helpdesk plans to provide a strategic response that will assist the business community while maintaining India's position in the global economic environment and improving competitiveness in priority sectors.
