Mobile Subscribers Face Liability For Sim Misuse Under New Cybersecurity Rules

India has tightened its digital safety framework with new measures placing liability on mobile subscribers for SIM misuse. The Department of Telecommunications (DoT) announced that individuals will be accountable if SIM cards procured in their name are used for cyber fraud, scams, or other unlawful activities. • Tampering with IMEI numbers or telecommunication identifiers is now explicitly prohibited under sub-sections 42(3)(c) and 42(3)(f).  
• Possession of unauthorized or tampered radio equipment is also deemed unlawful.  
• Citizens are advised to avoid risky practices such as using devices with altered IMEI numbers.  
• Police and public order enforcement remain state subjects, but central provisions strengthen legal accountability.  
• The government has emphasized stricter monitoring and compliance to prevent cyber fraud linked to telecom misuse.
