The Railway Ministry has provided instructions to each of the 17 zonal railways to inform their employees in a timely and complete manner about the Unified Pension Scheme (UPS). This initiative is part of the commitment to ensure that each employee is properly informed and has the necessary support to make significant choices regarding their benefits.
In a letter to the Principal Chief Personnel Officers, the ministry stated that it was only appropriate to make prompt and proactive efforts to provide precise information regarding the UPS. The ministry has ordered each zone to schedule camps where its staff, human resources, finance and subject matters can assist employees with questions and registering for departure the UPS.
Each zone is to keep accurate records of the camp: day, date, location, number checked in and number of employees who completed a registration. The letter to each zone indicates that employees should have all the support and clarity needed to make decisions.
Key Features of the Unified Pension Scheme (UPS):
Guaranteed Pension: Employees with 25 years or more of qualifying service shall receive a monthly pension equal to 50% of the average basic pay drawn during the last twelve months of service.
Minimum Guaranteed Pension: Employees with 10 years or more of qualifying service shall receive a minimum guaranteed pension equal to ₹10,000 per month.
Lump Sum Retirement Pension Replacement: A lump sum in the amount equal to 10% of basic pay plus Dearness Allowances for every six months of service completed, shall be paid.
Irrevocable Option: Employees shall not make return the decision once made.
The UPS is open to new employees and existing employees who prefer to opt out of the National Pension System (NPS). A decision needs to be made within the three months from April 1, 2025, unless the Central Government issues a notice to extend.
Each rail zone has been directed to launch awareness and training campaigns for all employees or eligible employees so they have an understanding of the operational details and how to submit options electronically. Additionally, a plan will be put in place to resolve the missing contributions for the NPS, supported by each rail zone.
With this approach, the Railway Ministry seeks to provide complete clarity and support to its employees when venturing into this change regarding the pension policy.
