The Government of India is set to roll out its fourth nationwide Digital Life Certificate (DLC) campaign from November 1 to November 30, 2025, aimed at easing the annual pension verification process for retired government employees. The campaign, led by the Department of Pension & Pensioners’ Welfare (DoPPW), will cover over 2,000 districts and sub-divisional headquarters across the country.
Pensioners aged 80 years and above were allowed to begin submitting their Jeevan Pramaan certificates early, starting October 1, 2025, to avoid last-minute rush and ensure timely pension disbursal. The campaign is being conducted in collaboration with banks, Common Service Centres (CSCs), and other outreach partners to maximize accessibility.
Digital-first approach with biometric authentication
Jeevan Pramaan is a biometric-enabled digital service that allows pensioners to submit their life certificate online without visiting pension disbursing agencies. The system uses Aadhaar-based authentication and is accessible via mobile apps, CSCs, and bank branches equipped with biometric devices.
This year’s campaign emphasizes doorstep services, especially for elderly and differently-abled pensioners. Banks and CSCs have been instructed to deploy mobile teams and organize camps to assist pensioners in remote areas.
