Paperwork Gets Personal Choice: Aadhaar-Based Verification Now Optional

The government has just rolled out a draft bill that aims to make Aadhaar-based verification optional when it comes to registering land and property documents, giving a fresh update to the 117-year-old Registration Act of 1908. This proposed legislation is now open for public input and is designed to simplify and digitize the registration process. It will allow for both online and in-person document submissions, the electronic issuance of registration certificates, and digital record-keeping.

 

With this new bill, Aadhaar authentication will only be available if the individual gives their informed consent. Importantly, for those who either don’t have Aadhaar or choose not to use it, there will be alternative verification methods available, such as offline verification or other officially recognized documents or equivalent e-documents as per existing laws. No one will be turned away from registration just because they lack an Aadhaar number, ensuring that the process is inclusive and accessible.

 

Additionally, the bill broadens the range of documents that need to be registered, aligning with contemporary property transaction practices. When registering documents, individuals will need to provide a signature, a passport-sized photo (or a digital one), a thumb impression (either manual or biometric), and their PAN. Electronic signatures, as outlined in the IT Act of 2000, will also be accepted.

 

To combat fraud, authorities may still require individuals to appear in person before the registering officer in certain situations, particularly for documents submitted electronically. Overall, the draft bill aims to create a more transparent, user-friendly, and secure process while reducing the reliance on Aadhaar alone.
