Chabahar At Crossroads: India Engages Iran And U.S. As Sanctions Waiver Expires

Chabahar Port, located in southeastern Iran, has long been central to India’s regional strategy, offering direct access to Afghanistan and Central Asia while bypassing Pakistan. With the U.S. sanctions waiver now expired, India faces a critical test of balancing strategic autonomy with global diplomatic pressures.

Current Status

MEA spokesperson Randhir Jaiswal stated that discussions are ongoing with both Iran and the U.S. to address the implications of the waiver’s expiry. He emphasized that the “current conflict is a complicating factor,” signaling that regional instability is influencing negotiations. 

Strategic Importance

India signed a 10-year agreement with Iran in 2024 to develop and operate the Shahid Beheshti Terminal at Chabahar. The port is vital for Afghanistan’s reconstruction, Central Asian trade, and India’s connectivity ambitions under the International North-South Transport Corridor (INSTC). 

Diplomatic Challenges

The U.S. revoked the original sanctions exception in September 2025 but extended a conditional waiver until April 26, 2026. With no fresh extension, India must either scale down operations or risk sanctions. Officials are exploring options, including temporarily transferring India’s stake to an Iranian company to maintain long-term control.
