India has overhauled its land transfer norms to unlock underused central government land for systematic asset monetization and dispute free transfers. The new framework creates a uniform code for valuing, pricing and reallocating public land, with clearer rules for commercial use, public purpose projects and transfers to states and private players.

The finance ministry has amended the General Financial Rules and issued detailed guidelines that treat government land as a high value economic asset, not just an administrative resource. A dedicated National Land Management Committee will anchor valuations and help ministries navigate competing claims, while aligning transfers with broader monetisation targets over the next few years.

New Land Transfer Playbook

The framework mandates separate valuation of land and buildings, with public purpose transfers generally priced at guideline or circle rates and commercial transactions at market linked values. Cabinet approval is now required for transfers to private entities and state governments, tightening oversight on strategic land parcels.

Monetisation Meets Governance

These rules are designed to cut inter ministry land disputes, replace the earlier “no profit, no loss” principle and bring transparency to pricing. The National Land Management Committee will lead valuations, while revised provisions consolidate prior circulars into one codified process for proposals, approvals and conflict resolution.

Pipeline For Revenue And Projects

The Centre expects the framework to support a sizable monetisation pipeline from land and other assets, freeing capital for infrastructure and social projects. Transfers will need concrete plans and timelines, and certain legacy allotments remain outside the new regime based on cut off dates specified in the guidelines.
