Prime Minister Narendra Modi, in his first address since Operation Sindoor and the recent India-Pakistan military confrontation, unveiled a bold and uncompromising anti-terrorism doctrine, declaring that India has drawn a “new red line” in its national security policy. Modi made it clear that any terrorist attack on India will be met with overwhelming force, and that nuclear blackmail or distinctions between governments and terror groups will no longer be tolerated.
Key Highlights
A New Red Line Against Terrorism:
PM Modi announced that India’s policy against terrorism has fundamentally changed. “India has drawn a new red line,” he said, emphasizing that any future terrorist attack on Indian soil will trigger a very strong and decisive response. “Terror and talks can’t go together. Terror and trade cannot go together. Blood and water cannot flow together,” Modi declared, signaling a complete break from previous diplomatic restraint.
No Tolerance for Nuclear Blackmail:
Modi directly addressed Pakistan’s long-standing strategy of using its nuclear arsenal as a shield for cross-border terrorism. “No nuclear blackmail will be tolerated by India,” he said, making it clear that India will not be deterred from defending itself, regardless of nuclear threats.
No Distinction Between State and Non-State Actors:
In a significant policy shift, the Prime Minister stated, “We will not make a distinction between governments which support terrorism and terrorist groups.” This means that any state found supporting, sheltering, or enabling terrorism will be treated as complicit and face the full force of India’s response.
Operation Sindoor: Decisive Action:
Modi highlighted the success of Operation Sindoor, where Indian forces destroyed nine terrorist camps deep inside Pakistan and Pakistan-occupied Kashmir, eliminating over 100 terrorists. These precision strikes targeted the headquarters and training centers of global terror organizations like Lashkar-e-Taiba and Jaish-e-Mohammed, sending a clear message that India will strike at the root of terror, not just its foot soldiers.
Pakistan Must Dismantle Terror Infrastructure:
Addressing Pakistan directly, Modi warned, “If Pakistan wants to be saved, it will have to get rid of its terrorist infrastructure.” He stressed that the world is watching and that India’s new policy enjoys strong international support, including from the US, Saudi Arabia, UAE, and other major powers.
Ceasefire Is a Pause, Not Surrender:
Modi clarified that the current ceasefire is only a pause, not a surrender. India will closely watch Pakistan’s behavior and will not hesitate to resume military action if provoked. “Every terrorist now knows what India can do,” he said, reaffirming the armed forces’ operational freedom and the nation’s readiness to act decisively at any moment.
Salute to Armed Forces and Agencies:
The Prime Minister expressed deep gratitude to India’s armed forces, scientists, intelligence, and paramilitary agencies for their courage and professionalism during Operation Sindoor. He called on all Indians to remain vigilant and united against the threat of terrorism.
“India’s resolve is clear: If there is a terrorist attack on India, we will respond very strongly. Terror and talks can’t go together. Blood and water cannot flow together. No nuclear blackmail will be tolerated,” PM Modi asserted.
With this address, PM Modi has set a new, uncompromising standard for India’s national security, making clear that the era of restraint is over and that any act of terror will be met with overwhelming and targeted force.
